Who we are and what we offer
Mila Specialist Supported Living is not your standard housing provider. We are a not-for-profit Community Based Society, registered with the Financial Conduct Authority with charitable objectives focused on social impact rather than profit maximisation.
We are dedicated to supporting individuals to live safely, comfortably, and independently by meeting their housing needs, whilst benefiting from support from our recognised ‘support partners’.
While specialist care and personal support are delivered by our trusted care provider partners, we work closely alongside them to ensure that each home is secure, well-maintained, and tailored to the needs of the people who live there.
Our role is to provide high-quality accommodation, responsive housing management, and a reliable point of contact. In return, residents have the stability and confidence to focus on their wellbeing, personal goals, and everyday life.

How Mila Specialist Supported Living is different
Two high quality offerings that work together
Specialist Supported Living is a housing model designed to give individuals with additional needs the opportunity to live independently, while receiving tailored support. It comes in two essential parts that work together.
We provide safe, secure, and high-quality homes that are adapted to meet specific health, mobility, or behavioural requirements.
Support is then delivered separately from the housing. This is personalised to each tenant, whether that includes help with daily living, personal care, community engagement, or managing health and wellbeing.
This complementary approach ensures people can maintain choice, control, and independence in their own home, while having the reassurance of professional support when they need it.
Mila Specialist Supported Living enables individuals to live fulfilling lives within their community, close to friends, family, and vital services. We build confidence, promote inclusion, and help every person achieve their goals.
Meet the executive leadership team
Rosemary Bell
Rosemary is a highly experienced housing and property professional with over 30 years of leadership within the public and private sectors. She has delivered transformational change and spearheaded new business opportunities within Local Authorities, Registered Providers, and private landlords throughout the UK. Her career reflects a deep understanding of both commercial strategy and the regulatory frameworks that shape the housing sector.
Rosemary has consistently led multidisciplinary teams, applying commercial disciplines alongside a strong grasp of financial and regulatory compliance, particularly those required by the Regulator of Social Housing, to drive sustainable growth.

As a Director at Genesis Housing Association until 2012, Rosemary was responsible for the strategic and operational leadership of the Temporary Housing and Contract division, overseeing more than 25,000 properties and successfully increasing both profitability and scale. Later, as a consultant, she played a key role in establishing Broadway Living – Ealing Council’s pioneering municipal housing company – where she helped design and launch new affordable housing and sales products.
In recent years, Rosemary has focused on the specialist supported housing sector. She has held senior leadership roles in two Specialised Supported Housing Associations, where she led on strategic direction and engaged with funders to secure long-term sustainability. Her work has fostered strong relationships with institutional investors and the Regulator of Social Housing.
Rosemary has also contributed as a non-executive director for two Registered Providers and has served on the Board of Hilldale Housing Association since 2020. In addition, she provides regulatory compliance advice to a London-based For-Profit Registered Provider.
Graham Bell
Graham is a dynamic and results-driven commercial leader with over 30 years of experience spanning global markets in the airline, housing, and other industry sectors. His distinguished career includes executive leadership roles as Regional Managing Director of American Airlines and Vice President of Japan Airlines, where he played a pivotal role in steering international strategy, operations, and commercial growth.
Following his tenure in the aviation sector, Graham established a successful consultancy business, through which he has made a significant impact in the housing and property sectors. He has served as Interim Chief Executive of Change Housing, collaborated with the Board of Mears Housing Management as a consultant to successfully novate over 12,000 properties into their organisation, and worked with the Regulator of Social Housing to help register two housing associations as registered providers of social housing.
